Joseph E. Charles, M.D.
Medical Director
Dr. Joseph E. Charles is a specialist in adult psychiatry, addiction medicine and public psychiatry. His career has been guided by a belief that mental health and well-being is an essential component of a strong community. Dr. Charles trained in psychiatry at Harlem Hospital, an affiliate of Columbia University. Following his training, he completed a fellowship in public psychiatry at the New York State Psychiatric Institute. While a fellow, he became the Director of the Harlem Hospital Alcoholism Services, which he managed from 1984 to 1999. Dr. Charles has been affiliated with the Emma L. Bowen Community Services Center since 1983, first as a consultant and as Medical Director since 1994.
